Tips for Using Your Debit Card
HSA Bank’s Visa® debit card is a convenient way to pay for eligible medical expenses. HSA Bank encourages you to use your debit card only for eligible medical expenses and to make signature-based purchases rather than PIN-based. For additional questions on your debit card, contact the Client Assistance Center.
Debit Card Purchases
Where is my card accepted?
Your debit card is accepted at ATMs and with medical providers that accept Visa (e.g., doctor's offices, pharmacies, medical supply stores).
How should I use my card?
Your HSA debit card should only be used to pay for qualified medical expenses.
What if I use my card for an ineligible expense?
Funds used for non-qualified medical expenses must be reported in your annual income tax filing and are subject to income tax and IRS penalties. To prevent this, complete a Distribution Reversal Form and submit it to HSA Bank before April 15th of the following calendar year.
Why doesn’t my card work at certain locations?
To safeguard from improper or accidental card use, debit cards are restricted to merchants providing medical products and services. If you need to purchase an eligible medical expense from a non-medical merchant, you can make an out-of-pocket purchase and reimburse yourself from your HSA funds later.
What if I don’t have enough funds in my HSA to purchase what I need?
You can pay part of the expense from your HSA and the remaining portion through an alternative payment method. You can also pay for the entire expense using an alternative payment method and then reimburse yourself from your HSA later. Or, ask the medical provider if you can set up a payment plan.
Debit or Credit?
PIN transactions cost $2.00 per occurrence. To avoid the PIN fee, we recommend you run your card as credit wherever possible, and limit your PIN usage to ATMs or medical providers who only accept debit transactions. Even when medical providers only accept debit card transactions, you have the option to pay out-of-pocket and reimburse yourself from your HSA funds later via check or online transfer. This way, you avoid the $2.00 fee.
Purchases made with your signature are free. When possible, select “credit” at point-of-purchase so the transaction is free.
Debit Card Limits
What transaction limits apply?
As a mechanism for fraud protection, we set daily limits on debit card transactions. You can withdraw up to $2,000/day when a signature is used and $300 for PIN-based transactions. Debit card transactions are also limited to your current daily balance.
Can I raise my daily limit?
If you require a higher limit to pay for a specific medical expense, you can temporarily raise the limit by calling HSA Bank during business hours at 1-800-357-6246. Please allow two business days from the time the request is received for your limit to increase. Note that increases will default back to original limit after two weeks.
Is there a maximum number of transactions per day?
You are able to make 5 transactions per day. Any additional transactions will be denied.
Debit Card Maintenance
How do I change or select a new Personal Identification Number (PIN)?
You will select your PIN during debit card activation. You can also change your PIN by calling (866) 985-2273 from your home telephone.
Who do I notify if my card is lost or stolen?
To report a lost or stolen debit card, please contact the Client Assistance Center at (800) 357-6246, Monday through Friday from 7 a.m. to 9 p.m., CT. During non-business hours, please call (800) 523-4175.
Transactions to your card will immediately be prevented. HSA Bank will order a new debit card which will generally be received within two weeks.
